Randy is currently a Special Counsel to Fortun Narvasa & Salazar, and the Managing Director of Fortun Narvasa & Salazar (H.K.) Services Ltd., in Hong Kong S.A.R. FNS Hong Kong was opened on January 25, 2002 to service FNS clients who wish to set up businesses in Hong Kong. FNS Hong Kong also coordinates requests for the legal services of FNS from Chinese companies.
Concurrently, he is the General Manager and Corporate Counsel of Inter Astrea (H.K.) Limited (since 1997), and the Managing Director of SIF (Nominees) Limited (since 1983), each company being a provider of general corporate management services, and corporate formations and company secretarial services, in Hong Kong as well as in various offshore jurisdictions.
Randy started his legal career in February 1977, as an Associate in the SyCip Salazar Law Firm. In April 1982, he moved on to be an In-House Legal Counsel of the Summa International Bank Group, based in Hong Kong with Summa International Finance Co. Ltd., and with offices then in Luxembourg, Vanuatu, Manila, Jakarta, Kuala Lumpur, and Singapore. At present (2017), he is a Director in Summa International Philippines Inc. and in Cebu International Finance Corporation, a licensed quasi-bank and finance company with Head Office in Cebu City and branches in Makati, Cagayan de Oro and Dumaguete.
In Hong Kong, Randy is actively involved in various Filipino civic, social and community oriented organizations, wherein he has served in various capacities such as a Director, Chairman, and Adviser to the Philippine Association of Hong Kong, and as an Adviser to the Balikatan Sa Kaunlaran (BSK), Hong Kong Council, an NGO of mostly overseas Filipino workers in Hong Kong attached to the BSK National Foundation in the Philippines.
Born and raised in Legazpi City, Randy completed his Elementary education at St. Agnes’ Academy (Class 1963) and his High School studies at the Divine Word College of Legazpi (Class 1967). He then went on to San Beda College, Manila where he obtained his degree of Bachelor of Arts, major in Political Science, Magna Cum Laude, (Class 1971), and major in Philosophy, (Class 1972).
Randy is happily married to Lourdes Lim Apostol (“Lulu”) of Calbayog City, a B.S.C., Accounting (U.S.T.) and Ll. B. (U.E.) degree holder, and a licensed C.P.A. in the Philippines. Lulu is now working as the Chief Executive and a Director of Allied Banking Corporation (H.K.) Ltd., a Restricted License Bank, in the Hong Kong S.A.R. They are now blessed with three loving and awesome children and a son-in-law, and, just recently, a grandson (a bundle of joy to whom they now dotingly render their first “apo-stolic” services).
